You will be part of the Business Partnering Division in the Directorate General Human Resources. Our Directorate General has 100 professionals providing services to 3,800 employees.
Our division is the main advisory function within the Directorate General. We support leadership teams via HR Business Partner function, provide sourcing strategies and recruitment via the Talent Acquisition function, offer career advice via the Employee Partner function, and engage with staff representatives and employee/business networks via the Staff Engagement Hub.
We are looking for a Talent Acquisition Expert who will be part of a team of 20 colleagues acting as a strategic partner in sourcing and recruitment for assigned business areas. The Talent Acquisition Expert also acts as an agent of change, proactively bringing the ECB’s talent acquisition strategy to life and the needs of the business areas they serve to the forefront. You will work in close collaboration with the Business Partners and Employee Partners to deliver talent acquisition services and advice to a group of assigned business areas.

As a Talent Acquisition Expert, you will:
- be proactive and tenacious in understanding, delivering and advising in line with client needs;
- design talent attraction and selection procedures that adhere to our internal sourcing policies;
- build your talent pipelines in line with our workforce planning and diversity goals;
- filter, interview, assess and select candidates;
- embed our employer brand throughout your external talent acquisition activities;
- leverage on data to support decision making;
- stay abreast of market trends and import best practices and process enhancements;
- work with externally provided services such as media outreach, candidate search, and assessment centres.

Qualifications, experience and skills
Essential:
- a master’s degree or equivalent in human resource management, psychology, marketing, business administration, sociology or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of four years’ experience in the field of talent acquisition;
- extensive experience across the full talent acquisition life cycle – from internal mobility and recruitment to external recruitment;
- ability to develop relationships with hiring managers and to build rapport with candidates;
- a customer focussed, value add mind-set coupled with the willingness to look beyond the status quo and to suggest meaningful ideas for change;
- knowledge of a wide range of assessment tools and their efficacy;
- understanding of talent management methodologies for workforce planning, role profiles, career paths, competencies, skills and potential;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages;
- data analytics experience.
