HII-Mission Technologies is currently seeking a Technical Subject Matter Expert (SME) in Intelligence, Surveillance and Reconnaissance (ISR) Capabilities Program in Ramstein AB, Germany. The ISR Capabilities Program SME will provide expertise regarding Air Force ISR programs, capabilities, acquisitions, resources and management of funding. This position will focus primarily on United States Air Forces Europe – Air Forces Africa (USAFE-AFAFRICA) intelligence directorate’s (A2) requirements for the Strategy, Plans and Capabilities division (A2O) and requires a deep understanding intelligence programs and Defense acquisitions.
- Provide knowledge, advice, and analysis of intelligence gaps and challenges facing USAFE-AFAFRICA intelligence programs and utilize current expertise in acquisitions to assist intelligence directorate (A2) leadership to develop solutions.
- Assist the A2 staff and USAFE-AFAFRICA Major Command (MAJCOM) on evaluating spend plan obligations, funding requirements to align funding with theater objectives and priorities.
- Work and collaborate cross functionally between various U.S. government, DoD and other governmental agencies regarding ISR planning and acquisitions for the USAFE-AFAFRICA/A2
- Work independently to produce budgetary deliverables, spend plans, and presentations based on USAFE staff requirements, assessments and identified gaps and requirements.
- Evaluate current portfolio of Intelligence services against emerging or deprecated requirements. Support and provide recommendations for improvements, consolidations, cost savings, synergies and opportunity costs through thorough analysis.
- Position requires both a deep familiarity with Air Force Intelligence programs and Air Force or DoD acquisitions
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years’ experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- 5 years of Intelligence experience in managing intelligence programs and associated acquisitions. Working knowledge of managing spending plans for military staff.
- Must be eligible for Technical Expert Status Accreditation (TESA) as issued by the DOCPER office
- Must be a self-starter who can think, operate, and execute autonomously after receiving basic guidance and intent from military or government leads. This role is not for someone who requires constant mentoring and guidance.
- The ability to prepare professionally written documents, products, and briefing materials. Must bring proficiency in Microsoft Office programs (Word, Excel, PowerPoint) as well as the ability to conduct presentations and briefings to senior government and military leaders
- Clearance- Must possess and maintain a TS/SCI security clearance
- Recent work history supporting US military operations in the European and African Areas of Responsibility.
- Any formal intelligence or defense acquisition certifications or direct job experience in both of these fields.
- Familiarity in managing acquisition contracts and work
- Prior work history with USAFE-AFAFRICA as an intelligence professional (e.g. active-duty service member, government civilian, or DoD contractor)
- A willingness to continue learning and improving, sometimes in the context of assuming new responsibilities or duties.
