What You’ll Get to Do:
As a CACI Strategic Counter Weapons of Mass Destruction (CWMD) Planner, you will serve as the primary strategist and integrator for the DoD CWMD policies at USAFRICOM. The CWMD Strategist works across the AFRICOM Staff, its service components, and interagency partners to integrate high level guidance and policies into AFRICOM Campaign Plan, Instructions, and Command Exercises.

The Strategic CWMD Planner authors, staffs, and updates the CWMD Strategy Annex to the AFRICOM Campaign Plan and contributes to the appropriate sections of the AFRICOM Campaign Order. Develop an AFRICOM Instruction on CWMD. Develop mission analyses, new concepts, and decision papers for CWMD programs.
The Strategic CWMD Planner works as a member of various Working Groups and Operational Process Teams to coordinate, integrate and assess the application of CWMD operations, activities and investments (OAIs) in the AFRICOM AOR. Coordinates activities with AFRICOM Service Components and sub-unified commands as well as with the Joint Staff to ensure a 360-degree encapsulation of CWMD objectives.
You’ll Bring These Qualifications:
- Masters’ Degree in a related field and 3 years of specialized experience; Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.
- Active TOP SECRET/SCI Clearance
- 10+ years' experience in C-WMD planning at the operational and strategic levels.
- 10+ years’ Experience working with the Department of Defense, Department of Energy, US National Laboratories, Defense Threat Reduction Agency, international partners, and international organizations.
These Qualifications Would be Nice to Have:
- Master's Degree or Senior Service College or JPME-II
- Prior experience working in Africa or at AFRICOM or at one of its Service Components.
- Prior experience working directly with foreign partners.
- Experience with joint strategic planning and the joint operational planning process.
- Experience with DoD security cooperation planning and programming.
- Experience working with USG interagency departments and agencies.

In line with the terms of this Contract, the AFRICOM Operations, Plans and Training Support (AOPTS) Program provides for:
- Living Quarters Allowance (LQA) at State Department rates
- An Education Benefit for dependent children K-12 at the DoDDS rates
- Shipment and delivery of Household Goods (HHG) up to 18000 lbs.
- Shipment and delivery of one privately owned vehicle
- Overseas relocation travel for the employee and SOFA-approved family members for up to 60 days
- Relocation lodging and per diem and the 75% rate
- One rental car and fuel for up to 60 days
- Transportation fares or mileage during relocation
- The AFRICOM Operations, Plans and Training Support (AOPTS) Program is a Cost-plus-Award Fee Task Order with a Base plus Five Option Years. It was awarded 29 January 2020 under the One Acquisition Solution for Integrated Services (OASIS) – Pool One Contract. The period of performance ends 28 January 2026.
- Employees on this task order are required to be granted status under Articles 72 or 73 of the NATO Status of Forces Agreement (SOFA) before they may begin work in Germany, Italy or on the territories of other NATO SOFA signatories.
