This position is located in the Defense Health Agency Region (DHAR) Execution Support Office within the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA).
This position supports the DHAR. The physician reports directly to the DHAR Chief Medical Officer and assists in the development, implementation and execution of the organization’s clinical oversight activities.
MISSION STATEMENT: The DHAR is an intermediate management organization that provides management and administrative oversight and support to the overseas Medical Treatment Facilities (MTF) aligned to it to ensure the delivery of integrated, affordable and high quality healthcare to beneficiaries in accordance with the Defense Health Agency's (DHA) priorities of great outcomes, ready medical force, satisfied patients, and fulfilled staff.
MAJOR DUTIES:
Serves as the Lead, Primary Care Physician for the DHAR. The DHAR consists of the DHAR Execution Support Office and subordinate MTFs. As a result, the incumbent is responsible for primary care services for thousands of Service members, veterans and their beneficiaries dispersed over a very large geographical area.
The incumbent works under the general supervision of the DHAR’s Chief, Clinical Operations/Chief Medical Officer who provides overarching guidance and sets overall program objectives and goals. Independently plans, develops, and executes assignments within official policy and accepted professional principles and practices, keeping the supervisor informed of trends, developments, and monitoring of primary care operations across the DHAR. The physician serves as the consultant and subject matter expert for primary care operations within the DHAR and develops initiatives and provides support to the DHAR MTFs regarding primary care operations. Provides assistance with interpretation, clarification, and education of DHA policy and federal regulations. Assists with analyzing, developing, monitoring, transforming, and managing the primary care delivery system to promote quality, efficient, safe and cost-effective outcomes.

The physician ensures that the DHAR accurately implements statutory and management objectives and integrates salient features of clinical practice with an understanding of the challenges in developing effective communication across multiple disciplines and stakeholders, including the Services and Federal partners. Directs a complex professional and administrative program involving the implementation of key medical policy in support of the DHAR, and subordinate MTFs. Responsible for providing research, analysis, advice, consultation and other services to support the organization’s mission and management of healthcare delivery systems.
The physician utilizes a collaborative, consultative team approach to oversee the assessment, implementation, coordination, monitoring and evaluation of all DHAR primary care services, including those within the MTFs aligned with the DHAR.
