Definition

This full-time Power Division Administrator position will plan, coordinate, and direct the Division of Power operations and oversee a professional management staff. Duties will include directing personnel responsible for operating, planning, programming, designing, constructing, and maintaining the assets and infrastructure of a municipal electric power generation, transmission and distribution system; directing the engineering staff engaged in preparing preliminary plans, cost estimates, and construction project inspections; overseeing the preparation of the division's budget, financial records, reports, statements, legislation, and other related documents, ensuring the maintenance of reports, records, and documents; reviewing and approving contracts, work orders, and changes in plans, designs and specifications; directing the preparation of proposed legislation authorizing construction projects and transfer of funds and directing all personnel and labor matters within the division, including selection and appraisal of personnel and disciplinary actions.

The position is also responsible for overseeing on-site and off-site renewable energy procurement, establishment of a net metering policy, creation of a community solar plan, and collaboration with the Sustainable Columbus team consistent with the goals and strategies set forth in the Columbus Climate Action plan.

Under administrative direction, is responsible for planning, coordinating, and directing the operations of the Division of Power; performs related duties as required.

Examples of Work

(May not include all of the duties performed.)

Directs the personnel responsible for the planning, programming, design, construction, operation, and maintenance of a municipal electric power generation, transmission, and distribution system;
Directs the preparation of all proposed legislation that is required, including the authorization of various construction projects, major equipment purchases, the transfer of funds, and other related transactions;
Directs the preparation of plans and specifications for the construction, repair, and replacement of street lighting, equipment, and facilities;
Approves the development and design of the municipal electric rate structure; reviews, evaluates, and recommends changes to this structure;
Makes recommendations to departmental human resources staff on personnel and labor matters impacting the division including selection and appraisal of personnel and disciplinary matters;
Advises departmental fiscal staff in the preparation of division's budget, financial records and reports, legislation, and other required documents;
Reviews and approves purchase requisitions and other related reports; reviews work orders and changes in plans, designs, and specifications;
Represents the Director at public meetings and conferences; participates in appropriate professional activities to remain current with developments affecting the Division of Power;
May give testimony in court.

Minimum Qualifications

Possession of a bachelor’s degree and six (6) years of management experience to include policy formulation and implementation, management of a budget in excess of one (1) million dollars, and direction of staff through subordinate supervisors. Substitution(s): A master's degree may be substituted for one (1) year of the required experience.
