Administrative Full-time New Position
Reporting to the Executive Director of Campus Safety and Security, the Manager of Emergency Management is responsible for the general operational oversight, leadership, and accountability for the development, implementation, evaluation, and ongoing maintenance of the college's Emergency Management program, including plans, procedures, checklists, etc. The incumbent maintains a state of operational and procedural readiness to react and respond to emergency situations.
During an emergency, the Manager is responsible for activating and leading the college's Emergency Operations Centre (EOC) and providing ongoing support, leadership, and technical guidance on the implementation of various emergency response plans. The incumbent is also responsible for general operational oversight and leadership of the Conestoga Fire Safety program and provides direct leadership to the college community. The Manager of Emergency Management establishes effective partnerships with internal and external stakeholders, including Occupational Health & Safety (OHS), Facilities, and community partners, such as municipal fire services, municipal emergency managers, and regional police services.
Successful candidates will be required to conduct work within Ontario and must be available to work on campus as required. It is anticipated that this position will meet the needs of the department working on-site five days per week.
- Ensures Conestoga complies with all legislative and regulatory (municipal, provincial, and federal) requirements related to emergency/disaster management and fire safety
- Leads the development and implementation of Conestoga’s Emergency Management Plan and associated procedures, notification systems, technology, checklists, etc., including regular testing, exercising, and debriefing
- Cultivates and maintains relationships with key local, provincial, and federal agencies and stakeholders related to Emergency Management
- Researches, analyzes, and evaluates trends; Identifies and implements best practices and approaches
- Provides subject matter expert advice and recommendations by applying current knowledge of best practices and applicable legislative, regulatory, and professional standards
- Provides technical leadership and guidance to all departments in the development and maintenance of departmental emergency response plans
- Develops and delivers training for departments and Conestoga’s Incident Management Team
- Oversees a training and exercise program to continually validate emergency response plans
- Coordinates the development and implementation of emergency management and/or business continuity planning orientation and training/education program for the department and/or campus and prepares reports for management
- Leads activities and processes by working with multi-stakeholder groups (internal and external) to gather data, stakeholder input, and leading practices in the development, implementation, and communication of plans
- Provides general operational oversight for Conestoga’s Fire Safety program by ensuring the college is complying with the Ontario Fire Code and Conestoga’s Fire Safety Plans
- Provides leadership to the college community in the development and implementation of Conestoga’s fire safety program
- Responsible for activating and supporting the Emergency Operations Centre (EOC) and Incident Management System (IMS) functional areas
- Provides leadership and technical guidance on the implementation of the various emergency response plans during live emergencies and exercises
- Three-year Diploma/Degree in a relevant field of study, such as Disaster & Emergency Management, Education, Public Administration, Environmental Studies or a related discipline
- Five years of experience in a similar capacity
