The BEWOP programme is a collaboration between IHE Delft and the GWOPA Secretariat to develop and share knowledge for and about Water Operator’ Partnerships. Now in its fourth phase, the BEWOP project is focused on managing knowledge for the EU WOP programme, a flagship WOP initiative of the European Union DG Intpa and UN-Habitat, supporting 22 WOPs around the world.

OBJECTIVES AND ACTIVITIES
The objective of this consultancy is to support GWOPA in delivering on BEWOP IV project knowledge management deliverables.

Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, private and non-governmental organizations in the implementation of the Sustainable Development Goals (SDGs).
The Global Water Operators’ Partnerships Alliance (GWOPA)¿helps water and sanitation operators help one another. Led by UN-Habitat, it is an international network created in 2009 to support operators through Water Operator’s Partnerships (WOPs) – not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide a better service to more people in support of the SDGs.
The GWOPA Secretariat translates GWOPA’s mandate into strategies and programs. It implements, through collaboration with a range of partners, annual alliance work plans to help ensure WOPs are scaled up and are contributing to water and sanitation¿service providers’ improved capacity and performance. The GWOPA Secretariat is currently hosted by the Government of Germany.
MAIN ACTIVITIES
1. Partnership Health
Support partnership health assessments and troubleshooting in three EU WOP projects. This would involve scoping of challenges and conducting interviews, meetings and workshops as appropriate with project partners.
Estimated time input: 33 days (appx 9 per WOP, 6 for tool)
2. WOP Planning, Monitoring and Reporting Workshops
Prepare and conduct three 2-3 hour long workshops on WOP Planning, Monitoring and Reporting for EU WOP project partners and other audiences. The objective of the workshop is to help participants better understand the theory of WOPs results planning and monitoring, and to more effectively apply this knowledge in their EU WOP project documents (plans and reports). It will also indirectly train on participatory approaches that manifest the WOPs principles such as demand drive and inclusivity. This will also result in a polished and re-usable tool that facilitators can use.

3. EU WOP Phase II Development Support
Participate in the articulation of new M&R protocols, results framework and risk assessment for the next phase. Participate in EU WOP Phase II consultative meetings (presenting, harvesting feedback, etc.)

4. Additional GWOPA Support
Support the preparation or finalization of other small outputs, specifically
WOPs and finance report and brief draft Chapter 3 How To materials
PMP promotional material (concept and text for video/demo)
Small inputs to other outputs as needed by the GWOPA Secretariat ie contributions to EU WOP and BEWOP reports
Estimated time input: 20 days
At least 7 years of experience working in the field of urban water and sanitation services, international cooperation, environmental project management or similar is required.
Experience as a lecturer and developing pedagogic material is required.
Strong experience in monitoring, reporting and evaluation of development, especially capacity-related, projects is desirable.
Previous experience working with the UN or other international/multilateral organizations is desirable.
Strong recent experience in working with water utilities and CD projects is required.
Excellent writing skills - drafting reports, proposals, concepts or guidance material is required.
Experience with peer partnership, knowledge management, partnerships, utilities is a distinct asset
Fluency in spoken and written English is required; knowledge of other UN languages will be considered a distinct asset.
