Position Title: Consultant - Germany Affairs
Reports To: Europe Advocacy Senior Director
Type: 12-months consultancy contract (self-employed).
Location: Remote; flexible within Germany.

Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet's atmosphere.
Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.
Mission:
The Germany Affairs Consultant will work under the supervision of the Europe Advocacy Senior Director and work closely with European Advocacy team, Communications team, Programs teams and other functional teams across CATF (like the Development team). The German Affairs Consultant shall also collaborate with external stakeholders and partner organisations to help execute advocacy strategies in support of CATF's program goals and objectives in the region.

Key deliverables
- Policy analysis and monitoring – Follow up the relevant energy and climate policy developments in Germany; Overview of EU level policy development; Disseminate advocacy opportunities across CATF programs; Develop and draft CATF policy positions on relevant topics in Germany. Research and analyse key policy files and their impact on CATF's work; Collect and coordinate different programs positions on diverse technical, legal and economical topics.
- Expected Deliverables:
- Monthly report on key policies relevant across CATF's programmatic areas;
- At least 5 policy briefs per year to inform and socialize CATF's positions with key stakeholders;
- German Policymaker mapping in line with pre-agreed priorities;
- Monthly report on meetings with stakeholders held.
- Strategy development and implementation – Develop and implement an advocacy strategy for Germany in close collaboration with programs, the European advocacy team, comms and all relevant parties;
- Expected deliverables:
- Creation of one strategy document for each CATF priority program interested to engage in the region;
- Track progress in a quarterly convening with CATF staff to recalibrate strategy.
- Outreach and engagement – engage and build a robust stakeholder network in the region, including with German policymakers, industry, media, and NGOs to increase awareness of CATF and its work in the region. Establish working relationships with German and EU government representatives who are working on CATF priority files; Support the EU ADV team in the preparation of high-level meetings with German policymakers in the EU.
- Expected deliverables:
- A monthly report detailing outreach efforts, including a list of key stakeholders identified and contacted during the month;
- A summary of confirmed meetings with stakeholders.
- Representation and networking- Actively participate and represent CATF at high-level meetings, conferences and events in the region;
- Expected deliverables:
- Identify and attend high-impact convening opportunities for CATF, including at least 5 conferences/events in the country per year;
- Post-event report and write-up to keep CATF colleagues informed about national developments and possible calls to action.
- Written materials and positioning– Write and/or edit policy briefings, letters, fact sheets, blog articles, public consultations, and other materials for internal and external dissemination. Conceptualise studies and reports developed by CATF experts to drive the decarbonisation debate in Germany;
- Policy papers, briefs and blogs on existing and emerging topics relevant to CATF's engagement in the country.
- Support in event organisation
Qualifications:
- University degree in any relevant field;
