OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the UNESCO Institute for Lifelong Learning and the supervision of the Team Leader of the Skills Throughout Life team, the incumbent will act as Programme Specialist and contribute to the implementation of the Institute’s activities in the field of lifelong learning policies. In particular, the successful candidate will contribute to technical assistance, research, capacity-building and networking in areas related to policy analysis, development and implementation at national and local level.
Within the framework of its Medium-Term Strategy 2022–2029 and UNESCO 41 C/5, the Institute has pursued and adapted its programme of work to meet the evolving needs and sustainable development goals of UNESCO Member States and to achieve UNESCO’s strategic objectives. The skills throughout life team contributes particularly to UNESCO’s Expected Result (ER) 4 . Number of countries supported to develop or implement gender-responsive policies and strategies on skills development for work and life within lifelong learning policies, plans and pathways. The team is also supporting Member States through the UNESCO Global Network of Learning Cities which is an international policy-oriented network providing inspiration, know-how and best practice to cities.
Long Description
In particular, the Programme Specialist shall undertake the following duties and responsibilities:
Programme and Project Work:
1) Managing and coordinating the expansion and consolidation of the UNESCO Global Network of Learning Cities, including:
Expand UIL’s knowledge base on challenges, opportunities and key themes in the promotion of lifelong learning in cities worldwide.
Organize expert meetings, conferences and workshops for knowledge exchange and networking among Learning Cities, including in preparation for the Sixth International Conference on Learning Cities.
Design and conduct activities to strengthen the dialogue between national lifelong learning policy development and the promotion of Learning Cities.
Design and implement workshops and capacity-building opportunities for aspiring Learning Cities, disseminating key concepts and areas of work and fostering the preparation of applications to join the UNESCO GNLC.

2) Managing and expanding activities to provide technical support and improve the capacities of Member States to implement lifelong learning policies and strategies for Learning Cities, including:
Develop materials to guide existing Learning Cities in strengthening their policies and practices for lifelong learning as a continuous process.
Conduct action-oriented research on the development of tools to monitor and evaluate lifelong learning at the local level.
Take part in technical assistance activities and capacity-building to support Member States in the design and implementation of lifelong learning policies and strategies, in line with SDG4.
Manage an interactive space for knowledge exchange, communication and experience-sharing to facilitate Learning Cities’ activities.
3) Facilitating the functioning of the Skills Throughout Life team
Drafting policy briefs, blog posts, and other relevant materials based on conducted research and analysis.
Maintain programme area administration.
Undertake further activities within the responsibilities of the Skills Throughout Life as requested by the Team Leader or the Director .

Network and Partnership:
1. Build, maintain, and enhance working relations with concerned UN agencies, relevant intergovernmental and non-governmental organizations, and national/local authorities.
2. Liaise with internal and external stakeholders to discuss developments and exchange and archive ideas.
3. Attend and participate in meetings, conferences, workshops and seminars to promote knowledge sharing and contribute to advocacy efforts, especially on the implementation of lifelong learning
