United Nations Volunteers is a global programme and shared service for the UN system hosted and administered by UNDP. UNV provides volunteer solutions to UN entities across development, humanitarian and peace and security pillars as per system-wide UN development assistance frameworks and/or UN entity-specific global, regional and country programmes, development and humanitarian projects and, where appropriate, global Memoranda of Understanding or other relevant instruments between UNV and respective UN entities. In addition, UNV provides volunteer advisory services to UN Member States and, on their request, carries out relevant intergovernmental mandates. The Administrator of UNDP is also the Administrator of UNV and delegates strategic management of UNV to its Executive Coordinator.

The position is situated in UNV’s Management Services (MS) and is an integral part of the Human Resources Section. MS holds the responsibility for the strategic planning, managerial leadership, oversight and quality control of an integrated platform of operational services ensuring timely, effective and efficient delivery according to corporate performance standards and in compliance with the UN Regulations and Rules and UNDP’s accountability framework.

Reporting to the Chief, Human Resources, the Team Leader, Capacity Development manages the development and delivery of capacity development and learning activities for UN Volunteers and may support the HR Specialist in the design of learning activities for UNV staff. S/he is responsible for developing the strategy and delivery of programmes that address the overall capacity needs of the UNV Programme in terms of volunteerism and development and helps enhance the skills and professional development of UN Volunteers and UNV staff. S/he is responsible for the development and implementation of an organizational learning strategy within the context of the UNV strategic framework and different partnership initiatives with UN Host Entities.

Duties and Responsibilities

Design and development of UNV capacity development and learning programmes for UN Volunteers

Lead the development of capacity development and learning strategies for UN Volunteers;
Lead the assessment and analysis of organizational development and learning needs across the organization, including for UN Volunteers, using corporate priorities, requirements of host entities and organizational performance objectives to maximize the impact of UN Volunteers for sustainable development;
Identify key areas for development and learning of distinct groups of UN Volunteers, withing the context of volunteerism, and in collaboration with UNV sections/units at HQ, regional and field levels;
