What You’ll Get to Do
- Perform forecast preparation; ensure Monthly Forecast submissions are timely, are accurately calculated and are captured in the Corporate forecasting tool used by the Program
- Hold an Active Secret Clearance.
- Oversee the Program’s current OY’s Direct Material procurement and Professional Services utilization to assign equipment/service delivery risk assessments twice monthly in order to inform project completion timeliness and corporate revenue recognition metrics; identify and quantify any potential Risk and Opportunities not in the forecast
- Oversee the Program’s current OY’s contract billing efforts ensuring submission in accordance with Task Order directives; assist with lagging OY’s contract billing as applicable
- Develop annual, and as directed, financial baselines for the Program
- Assist with Subcontractor management to include Partner invoice review and approval
- Perform routine and non-routine project financial reporting including, but not limited to: Project Status Reports, Program Management Reviews (PMR), 75% Funding Notifications, Estimates to Completion, Forecast and Budget Reports, Invoice Backup Reports and various other customer-specific reports
- Conduct quarterly internal audits to evaluate the Program’s compliance with contract authorizations and corporate accounting processes
- Maintain contract budgets and estimates
- Support all customer and vendor requests for data in support of contract requirements and provide statistical reports with regards to client funding utilization
- Provide support to the CITS Program Management Office (PMO) as required
- Assist the Program with contract billing and invoice backup creation
- Support monthly business rhythms of both the Program and Corporate finance requirements
- Perform financial analysis in support of the Program Control and Account Specialist, PMO and Program Manager as required
- Use financial controls, procedures, system requirements and forecasting techniques to evaluate contract/Program status and ensure compliance with customer and government requirements
- Monitor progress of Program requirements and cost performance against plans to ensure contractual cost obligations are met
- Prepare financial/administrative reports and distribute to customers, designated Program team members and Program leadership
- Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.)
- As requested, review payroll and financial documentation (timecards, travel vouchers, Partner invoices, funding statements, etc.) to verify entries are compliant with contract requirements, policies and procedures
- Participate in, and support, meetings within the PMO, with the customer and with Corporate
- Ensure the Program is set up to properly capture costs, recognize revenue and bill customers
- Other duties as assigned
Required Qualifications
- Ability to pass Technical Expert Status Accreditation (TESA) and provide contract support from OCONUS (Germany)
- Must be able to build forecasts including application of wrap rates and burdens
- Knowledge of Deltek Costpoint, COGNOS and CACI’s Procure to Pay (P2P) systems
- Experience performing program control and financial analysis support
- Experience with DoD travel regulations
- Experience in Logistical support and expense report submissions for OCONUS DoD program
- Experience working collaboratively with cross-functional teams
- Understanding of OCONUS special pay allowances
Qualifications that would be nice to have
- Intermediate MS Excel skills such as pivot tables, filters, and lookups to work with large data sets to perform analysis and monthly manual spreadsheet report in support of monthly invoice
- 3+ years program control & financial management experience in a government contracting environment
